Rule 28
Period of service required to be a candidate for promotion
: (1) In order to be a candidate for a post filled by promotion in a vacant post in the police service, the following minimum period of service should be completed in a post of one rank or level below the rank or level to be promoted:
(a) Three years for the post of Gazetted Officer of the Police Service,
(b) Five years for promotion from a gazetted post to a gazetted officer in the police service
(c) Four years for gazetted posts (2) Notwithstanding anything contained in sub-rule (1), promotion to the post of Deputy Inspector General of Police and above shall not be subject to a minimum period of service. 2a) Anything in clauses (b) and (c) of sub-rule (1). (c) Police personnel who have been promoted to the post of Police Assistant Constable at the time of the commencement of this sub-rule shall be candidates for promotion to the post of Police Constable and the service period of the post of Police Assistant Constable and Police Constable.
(3) Even if he does not have the educational qualification as per sub-rule (4) of rule 29, a police employee of technical police group who has completed the following period may be a potential candidate for promotion to the following post:
(a) Fourteen years for promotion from Senior Deputy Inspector of Police to Inspector of Police.
(b) Fifteen years for promotion from Police Inspector to Deputy Superintendent of Police.
(3a) A police officer promoted to the post of Senior Sub-Inspector of Police holding the post of Sub-Inspector of Police at the time of commencement of this sub-rule.According to Clause (a) of sub-rule (3) in Kohak, when calculating the service period required for promotion to the post of Police Inspector, the service period of Senior Deputy Inspector of Police and Deputy Inspector of Police shall be counted.
(4) In the case of police personnel working in positions that do not require a minimum period of service for promotion, the last three years if the current position has reached three years and if the three years period has not been reached, the total of the last years of employment in a position one level lower than the current position is included. The average marks obtained for performance evaluation of three years will be calculated.
